I worked as a PROJECT
MANAGER on a project to build a
new Order Entry system for Avantel, MCI’s startup telecommunications company in
Mexico. MCI had partnered with BanaMex to create a new long distance company in
Mexico, to take advantage of deregulation that would free up the telecom market
for competition. They were building a phone company from the ground up, and they
needed all the components of the TMN model to be bought or built and integrated
in less than a year.
With a budget for Phase 1 of just over $10 million, we brought in 30 developers,
analysts, testers, and team leads, organized into Requirements, Client
Development, Server Development, and Test teams. We procured a pair of DEC
Alpha servers for Development/Test and Production, along with all the required
software tools and licenses.
We conducted a rapid lifecycle project, gathering requirements, performing
design, and coding the first release in just over eight months. I managed all
development efforts, in addition to coordinating interfaces and dependencies
with Customer Care and Billing systems being built in Texas and Iowa. I
successfully managed the challenges of geographically dispersed teams and
language barriers between stakeholder groups. The software was installed
in call centers in Mexico City and Monterrey Mexico, for a user base of nearly
200. Avantel and the OE Hub went live on August 12, 1996, on time and under
budget.
Over the next year, we scaled the OE Hub to handle over 1 million customers. I
also managed two subsequent releases of the software to add new functionality to
support additional product offerings and enhance the interfaces with downstream
systems.
